I was hoping for a grade on this coin, and also find out if it has been cleaned or not.

I'm trying to study up on how to identify cleaned coins, and I noticed that this one is very shiny when held under light, light a brand new penny, but there is no "cartwheel" effect at all. Does that mean it has been cleaned? And it is always true that shiny surface + no cartwheel effect = cleaned?

I would say it has been cleaned. Your description aside, I see lateral wiping marks on boths sides.

And yes, for die-struck coins, luster is very important in determining original surfaces. "Shiny" means nothing. So, a mirror-like flat shine generally indicates a cleaned/polished coin. True luster from striking is unmistakable. That's the "cartwheel."

I don't know the coin, but I would guess that it would grade XF Details. I think there's too much wear for AU, and Details for being cleaned (wiped).
