VOC stands for the
Vereenigde Oostindische Compagnie, or United East Indian Company, the Dutch trade company which ran the Dutch colonies in Asia, South Africa and the Indian Ocean.
At the time, the Netherlands was a republic, a federation of smaller states which each had their own coinage, and VOC coins were issued in the names of several different states up until the Napoleonic wars of the late 1700's.
If the coin is US-penny-sized, it's likely to be a duit. There's a pic of a 1735 duit on the
