I think they will take it and remove the coin or coins before grading. I am not 100% sure though.

post a picture and we can tell you if it worth sending in for grading.. and yes most TPG, want the coin in a slip..

Certainly it would NOT be graded in the plastic. I mean, why would you want to submit a coin in cello?

I was thinking that possibly it might grade differently if the grader knew or didn't know the source.

Yes you can submit coins in the OGP.
PCGS will usually return the OGP and coin capsules for free, NGC you have to pay if you want that returned.
People do it all the time, especially with things like proof sets or packaging that is particularly hard to open when they're feeling lazy. It's not any different than shipping mint sealed boxes to the TPGs to get the First strike ect. If you're the first submitted a product which can happen on world coins the packaging can aid them in figuring out what is the most appropriate to put on the label if some special wording or name is involved.
The downside is that it's harder to tell what should and shouldn't be sent as you have to look through plastic. Your order will take a little longer to process usually too as they have to remove the coins and put them into flips before sending them to the grading room.
Overall you're better off getting a full look at the coins before submitting, but yes you can send them in the OGP if you want
The one thing you cannot ever do is send a coin in a stapled flip. They won't touch anything with staples involved

Analogus to having a shower and wearing a thin rain coat. If it in the undamaged cello, I would not bother submitting for TPG. It cannot be slabbed as such anyway.

There's tons of reasons to submit them, but regardless of anything else getting them out of the mint cello is often the best thing you can do to help the coin. A lot of mint packaging is destructive over time and very few hold any sort of premium

Some people submit them in the cello because they are worried about accidentally damaging the coin in removing it and putting in another flip for submission. Also some people think that by leaving it in the cello they can show the graders that it is original and nothing has been done to it. They don't realize that the graders never see that it came in in the cello because the people in receiving took the coin out of the cello and put it in a flip before it ever got to them.
