It has likely been plated. I can't tell you if it was chrome or not, It isn't silver.
The other possibility that would make it look this way and it has been suggested by coppercoins is that it was buffed up. Yopu can use some paste type polishes and a polishing wheel to get this effect.
Take a look at the edge, if the reeding still looks reasonably OK, it was probably buffed. If the reeding looks like the surface of the coin and appears filled, it has been "chromed". (again, not necessarily chrome)

PS: Looking at the last few pics more closely, the reeding seems OK, and I see fine lines all moving in the same direction. It was polished, on a wheel, could be automotive polishing compound:-)
