1983-D LMC DDO Or Zinc Deterioration?

Need opinions. Came across what looks like a inverted 8 behind the date of this 1983-D LMC. The coin weight is 2.5g. I can't tell if this is just zinc deterioration or some kind of misplaced 8. Also, there looks to be some different marks north of the E of WE and west of the L of LIBERTY.

I'm leaning toward zinc deterioration due to the slight difference in size of the 8s, but what do you guys think? Thanks for looking.

Zinc rot started because of the split plating on the 9 and 8. You can see where this happened because of the circle around the split on the right side of the digits.
