Have no idea what the year is, it is steel. The weight of this coin is 2.40 grams. Did they make a steel covered copper, which would make it weigh less.....How could I clean off the rust.

Probably 1943. Does it stick to a magnet? Guessing not worth trying to restore. Can you show us a pic?

Yes it does stick to a magnet. What puzzled me was the wt.

Weight is within tolerance for a decomposing steel cent (originally 2.7g).
