So does everyone agree NGC missed a coin and certified an obviously cleaned coin? Here is their link:

The grade appears to be technically correct at today's grading standards. I would not call the coin original as it looks like an old cleaning that is market acceptable. The TPG's give coins at this grade level a break on strict grading standards.

Your goal on collecting should be to find an original coin with eye appeal at a fair price. The OP coin would fail the eye appeal and original test. Many classic coins were cleaned in the 60's and 70's. I cleaned my share of Morgans in the 60's with my mom's silver polish and a cotton T-shirt.

That's a coin if offered to me at a Coin Show I would hand back and say I'll pass on it. It has been cleaned. At what point do they say it is "market acceptable"? Does it depend on who is submitting it?
