Prove it was not created to be minted in 1922. I imagine some crafty child finding a blank in their 1950's change and then using it to plug that hole in their Whitman folder. Speaking of plugged holes... Whitman made a bingo game back in the day that I had as a child (wish I still had it). What did it have to use for the card markers? Those blue plugs from making the holes in the cent folders! I used them to plug up the expensive holes in my old LWC and IHC folders.
