it is hard to read because of border but I guess vespasian under titus. isn't it?

I believe this is Domitian 81-96 AD, The inscriptions are very difficult to read. The reverse inscription could be IMP VIIII COS XI CENSORIA POTESTAT PP. and appears to be Minerva standing right holding a thunderbolt and spear with shield at her side.
