I am ot sure if you are referring to the holes as " notches " if you are those are damage caused by some type of tool while in circulation.

99% of incuse marks on a coin are coin damage. As your coin is showing damage also. Not a plus for the coin. If someone submitted this to PCGS it would say on the slab, genuine coin. Not a plus for a coin. PSD.
