I pulled this 1975-D Lincoln Cent out of a mint set. Anything going on here? Or did the set just get thrown around a bit? Maybe has some poor man's doubling going on?

Not what you'd expect from a mint set.

Some sort of foreign substance on the coin?

Such 'staining' is not common on mint sets, but not unknown either. Spots created through some form of environmental agent--perhaps introduced prior to packaging.

Uncirculated mint sets--in original packaging--can be fun. Some year sets are known for interesting toning too--1975-76 sets in particular.

This one was from an unopened ebay lot mint set, but I suppose they could have switched out and resealed with heat? Or perhaps was just a freak toning. Or weird storing with a micro-tear somewhere.
