I'll say VG/F, possibly a details coin because of the obverse cut.

Matching middle die state dies. Average strike for a date generally known for better than average strikes. Average die clashing and heavy die polishing, especially on the reverse. Average circulation wear. Discoloration of the obverse.

In terms of circulation wear, the obverse is F-15 (barely) and the reverse is F-12. The scratches are not enough to detail the coin in this grade, but would likely do so with a VF or higher grade. The blended technical grade would be F-12, with a half point deduction for eye appeal (because of the discoloration and scratches), for a net grade of VG-10.

VG, if your after preservation, a generic coin slab would be a lot cheaper.
