NOTE: one side of your pictures seem to be more out of focus. I was having the same problem till I used a leveler to make sure the camera was perpendicular to the coin.

I agree with off center strike. Note the 'IN' is prevented from the full strike, so it is not a broadstruck example, but an off center strike without the collar.
