there's a possibility it was struck at the Philly mint.

25 cents (easily determined by the rim edging)

The Lion of Judah was used on the coinage of all emperors of Ethiopia since they began making Western-style coinage in the 1800's. But in this case you are correct; the emperor portrayed here is indeed Haile Selassie, the last emperor.

As GO said, the coin is dated "1936" in the Ethiopian calendar, which is eight years behind ours; "1936 EE" translates to 1944 AD. However, as kuhli stated, these coins continued to be struck afterwards, with the date "frozen" at 1936.
