There's a corrosion spot around the GRA on the obverse; it may have had bronze disease. I'd assume any cleaning may have been an attempt to remove or neutralize this corrosion.

Looks cleaned to me but it's a very common coin in any case - you could still pull them from circulation in England in this condition when we changed to decimals in 1971.
