1995-D Washington Quarter. Improper Annealing Or PMD. Need Some Help Please!

Hello all,

Hopefully you can help me with this question. I pulled out a 1995-D Washington quarter and was wondering if there are improper annealing errors for this year and mint location? Using a very accurate lab scale at work it weighed 5.5499 grams. It has some shine to it and the edges are not worn or smoothed down. It has a rustic copper/rust look. Just wondering your thoughts on if this could be an error, or PMD. Thanks
