Is the type 1 error on this year of the quarter, for s proof? Also grade? Where the s looks like it's smudged.

Research type 1 and type 2 mint marks for that year.

When it comes to the 1979 and 1981 S Proof coins (All dominations), they are Varieties, not errors. Type I is the 'closed S', and the type II is the 'clear S'.

From the picture provided, yours looks like the Type I
