To me it is Machine Doubling. Note the lobe is no longer contoured? Note the metal was pushed back. this reminds me of pushed snow on the top of the lobe. Not as strong as this coin:

Note the white arrows. You can see the new location for the moved metal caused by Machine Doubling.(on the top of the devices)

Resembles 2018 d doubled ear lobe and 2017 d etc
On wexlers he labeled it as a working hub doubled die
