@vinnie, thx for posting this. At first look, I was thinking that it was much more recent that mid 16th century due to that super-high relief, but after doing a little research I think you may have this attributed properly. These pieces were cast rather than struck and so the higher relief was enabled.
Here is a description from a Roma auction of a similar example of these satirical medals:
