I typically see the holes punched on Proofs.

Steve, I'm not very knowledgeable on this topic. When you say "proof", do you mean it was printed as a specimen?

Yes. Proofs and Specimens are typically hole punched.
Yours has a serial number, so maybe it's hole canceled. I'm not completely sure.
