I am new to this so any help would be great. It seems to me that this coin has an error but I do not know what type it would be or if it actually is.

Looks like a spot of glue.
Try soaking it in pure acetone, see if it comes off.
"Dipping" is not considered cleaning...

That looks like a drop of glue or other residue on it.
A nice long soak in pure Acetone could help to remove it. (Do not use fingernail polish remover, as it has impurities in it and will ruin a coin.)
