I'm working on a First Strike PR70 American Women Quarter set. Until more come out I am only missing the Jovita Idar. If I had a First Strike but a Thomas Cleveland label could I send it to PCGS to be changed to the basic First Strike label?

No reason you couldn't pay the few bucks to have it reholdered (and also get a new label), AFAIK.

Any reason you came here to ask instead of asking PCGS Customer service? Horse/Mouth?

I'll admit PCGS CS is not the easiest to navigate, but the odds are pretty good nobody here actually knows the answer and all you will get are guesses, presented somewhere between a guess and pretended knowledge.

For general numismatic knowledge, this is a great place and we hope you stick around.
