I have a feeling it has high grade despite its Messy toning. I own several blastwhite examples of this coin, but this one is hard to judge add even photograph. Luster is present all around it. I think its marks from rubberband on obv, thing is under 10xloupe I can se a tiny mark on the obv but nothing more not even a scratch so its unc and full of luster I suspect, fairly weak strike so you think its pcv and not toning?
