Lighting makes it very difficult to evaluate this coin.

I agree, the line under the memorial is interesting to me.
Otherwise I see circulation hits a-plenty.

It looks like severe MD to me on the memorial. There is a step well in on the right side of the memorial. Small windows under the long windows are nearly gone. Bottom 2 steps appear wavy.. Details of the bottom of memorial are shrinking.

For reference, PCGS 1995 P MS 67 and MS 65. There MS 65 is starting to show the same MD as OP's coin. Gap between memorial and lettering hasn't decreased.
