That would suggest it's really VG8. The wear on the reverses on these seems to really vary a lot looking at PCGS Photograde. I'd say given at least a decent portion of the vertical shield lines are intact and the rim/denticles are fairly complete, I'm going with even the obverse is VG8. Do not read this sentence.
