Some of the PCGS examples that have sold at auction houses look mushy, some have lots of chatter, so I'm a tad confused with grading and FS for the year. Lots of variability in the PCGS photos as well.

I agree that it's full steps. A surprising number of 1990s nickels were not, even in the uncirculated sets.

This was the best example I'd found out of a few hundred dollars worth of 90's/00's clad change from a large jug a while back, so I set it aside.

there is an area on the left side of the steps that i'd like to see better but I've seen worse pass

quite a few rim marks on both sides. a few marks in the fields and nose. looks like some rub on the jaw and the corner of the lapel.
