On a whim, I paid a visit to the Nevada State Museum in Carson City this morning. The facility incorporates the Carson City Mint building and much of it was documented previously in a June 2015 thread by CCF user Cascade:
https://goccf.com/t/232334My medal collecting interest was piqued by a display of fifty FDOI proof sterling silver "Official Statehood Medals" struck for the 1976 National Governors' Conference and collected by a Frederick C. Gale, a former assistant to the Nevada State Archivist. As these were behind glass in a poorly lit narrow hallway, I focused in on the example from my home state:


When I returned from CC, I did some digging on these FDC's and found examples of these on
ebay, attributed to the Franklin Mint. Edge markings:

Franklin Mint did a variation of this FDC subscription series known as "The National Governors' Conference Official Bicentennial Medals". Issued from 1974-78, reported mintage was 6,977 with each issue billed at $15.75 each. The artwork differs from the Statehood series and the cachets are different also.
