I thought these where only found on the 84-P Lincolns. Or is this just some Machine Doubling?

They are only found on the Philly mint 1984's. That is just Machine Doubling or a bag mark on the ear lobe. Nothing is doubled on your coin. It is were doubled the ear would be larger or have a doubled image. Yours looks normal from what I can see.

coindexter I have a similar one but this one is from a 1983d. Mine looks like a post mint damaged or does it look like this too?
