Here is a nice close up on the 2009 PL SET packaging varieties.There is the regular mint mark set.Then they made 1000 special edition sets with a different envelope and cert for the world money fair.The 3rd set is with the bar sealing,the same as for the 2009 money fair but has the regular black envelope.
