What makes the 1982P & 1983P more valuable than the rest?

no mint sets were issued from the Mint that year, which means all high-grade specimens had to come from circulation (or the Mint gift shop).

Is there much of a demand for these coins?

Enough of a demand that MS examples are worth 2-3x that of other commons from the same era. All of the 1982-83 coins have a premium in MS except for the cents becuase they minted them in excess for the metal changeover.
