The tiny D is the Mint Mark minted in Denver and no only some of the coins with an "s" mint mark are silver.

S is for San Francisco. There were three S mint Bicentennials minted- an uncirculated finish in the three coin Bicentennial Set(40% silver), a CuNi clad coin in the regular six coin Proof Set, and a 40% silver coin in the three coin Bicentennial Proof Set. You will be able to see copper on the edge of a CuNi clad coin.
