Tough to call from such small photographs. Possibly post-mint damage, possibly a defect in the planchet. The seller admits the coin has been cleaned; that itself has pretty much killed the coin's value, and the bidding is already past what I believe the coin to be worth.

Harshly cleaned. People bid silly on eBay--the pics aren't big enough to verify the mm.

there is no way to tell what caused that cut from the photographs. It could be explained with (as SD said) a planchet flaw or even Post Mint Damage but one would have to see the rim of the coin to even be able to start to see what may have caused it. That may be why in the photos that part is conveniently cut off

Probably the greater proportion of IHCs in circulated grades are going to be cleaned at some point, particularly the ones that are not dark or have been heavily corroded. The coin, minus the dig, has been lightly cleaned, not obviously harshly cleaned as it does not exhibit the unnatural brightness of a buffed coin. That dig does look like PMD, and that's what killed the value on this coin, probably only worth 30% or 40% of a problem free VF.

By harsh cleaning I mean a chemical was used on the surface--it has the color of copper cleaned by Brasso.
Buying cleaned/common IHCs to fill holes is one thing, but not a semi-key, especially when it's hard to see that mm. Run away!
