It is a Maria Theresia Thaler re-strike. Most are not rare but a few are depending when and where they were re-struck. There are only 3 or 4 known originals and millions of re-strikes. Yours looks to be one of the more recent issues. So no it is not rare, sorry. Valued right around current melt values for silver.
