The only time, I have heard of packages opened and resealed is by customs officials. But then they put the item back inside and typically adhere a sticker (or stamp) on the package indicating that they opened the package or envelope for official reasons.

Yeah you will likely have to still pay out of your own pocket at the end of the billing cycle. ebay's policy has always been that the customer is always right. Their actual customers for them have always been the ebay buyers while the sellers are just people renting selling space from them.
