I need some additional help with this one. I am guessing it is some sort of die clash. But how could this happen on both the Obv & Rev?

I would say Smashed between 2 other IH Cents
During a normal Clash, the clashed impression would be raised. These appear to be recessed within the design

Okay.., Thanks but how would this one get caught between 2 other IH cents? At the Mint or somehow after?
