Ok, Looks like a 1963 (?) penny. Really hard to see that last digit. It looks like an upside down 2. 
Anyway working on the theory that it is a 1963, there were only 1,100 proofs made. So as Sap suggested, the thought that one of them is spending time in a bulk lot is
I'm thinking that it is more likely to be an EF to aUnc coin. (That is if it is not a fake, still worried about that last digit).
Would be nice to get some better photos of just that coin, both sides.
