This coin looks like it has a "frosted-all-over" look to it (compare it to a cameo dollar). What happened to it? I can't think of a mint error doing this so is this PMD?

maybe it came from a specimen set ? Roger might have better insight on this as its his area of expertise

Looks like environmental damage to me. Maybe it was stored in a PVC holder?

I didn't consider PVC because I definitely didn't put it in a PVC holder. I don't know whether it was before I got it. Can PVC damage spread from coin to coin?
