Could be Theodosius AE4?

At 11 oclock looks like an O......DNTHEODO
and at 1 oclock looks like a S....SIVSPFAVG

But the reverse would have to read
VOT X MVLT XX

One thing that makes me hesitant is the neck is usually quite elongated whereas yours seems more squat in comparison.

I think that this might possibly be barbarous.

No size and weight given- might help ID-

Absolutely NO MVIX listed anywhere- is it really an X?

Also the obverse legends are so worn you cannot tell what they originally were.
