I'm not an expert but I did see that this was the first year this variety was minted and Numista has it labeled as 'rare'. Despite fairly high mintage number. That's a good sign in my book.

It's definitely not rare. Grade looks to be VF, practical value $30-$40 in the raw.

Always helpful to check ebay where you can usually find some recent sales for most coins, except for scarce types. You will find some here, though I think yours is slightly better grade: https://www.ebay.com/sch/Coins-Pape...1924&_sop=15

"Rare" and "collectible" are subjective terms. Your coin in this grade is collectible in my opinion, because there are plenty of 1924 coins in VF worth only $1.
