1998 D Quarter Over Detailed On Reverse Tail Feathers

Hey everyone, I may have nothing here, could be over polishing? I found it odd anyway. I have this 1998 D quarter and noticed it had a bunch of feathers between the leg. I have never found a quarter with all of these tail feathers. Even looking through PCGS photos for that year they did not have visible feathers like this.

Is this a normal quarter for this year?

I'm sorry I still see more feathers in between the legs on mine than the photo you posted. Mine has 19, the one you posted only has 14-15

Here is the normal proof design.
1998-D-Quarter-Over-Detailed-On-Reverse-Tail-Feathers
The normal design on the dies can be weaken with more an more continued use. So if weakened, it is not a mint error. Just a die event.
