Looks more like damage. If that is the only device that is affected on the coin it maybe a well place coin hit. If other devices in the same direction are affected then it is Machine Doubling. The overall look of the mintmark looks altered on the top from what I can see. Note the upper curve is smaller than the lower curve of the mintmark.
When looking at the top of the mintmark area, (where it is not flattened) is that area higher than the other parts of the mintmark. (Like pushed snow?) If so it is coin damage or MD. Note the flat area on these devices. MD. But note the area pushed aside, that is where the flattened area what shoved after the strike. (You can see it on all the devices on the right side of the devices. (like pushed snow)
If that were Machine Doubling I'd expect it to also show on the date. Since there's no similar doubling on the date, it's an RPM candidate. Sharper pics needed to be sure.
