I see your point and it's a very valid one at that but I see at least 5 pretty nice fs not 6 I will agree there is a very very minor disturbance as I circled but for this year I've seen worse looking 1950 D slabbed coins at shows and shops and the reverse on the steps didnt take my breath away as FS. Guess I'm just a crazy coin nut but I've been around the block a few times not saying this is the top pop 1950 D by any means but honestly I think it's worth submitting just to see if u can afford the fees lol you never know who is grading that day. I been noticing many inconsistencies in nickel grading. I use PCGS and they are amazing never tried NGC like I said this date I've seen imop slabbed coins with an fs grade that didn't look any better than this one. I got the coin for a trade I don't think I did to bad. Anyways thanks for your replies and the discussion much enjoyed.
I've looked at a lot of examples, and there's definitely some leeway for disturbances, but IMHO it's too large of a disturbance to be designated FS. If you do submit it, please share the results, Id love to see it graded FS!
