This coin is 3.5 grams and 18mm at its widest. Any ideas?

It appears to be Arab-Byzantine circa mid 7th century, but I have not seen any with this reverse before.

@jay, it looks like there is a Fals of the Salduquds that has two standing figures with a long cross between them on one side and Arabic writing on the other (zeno link below). It isn't a complete match though, but perhaps a good spot for further investigation?

The reverse is not fully legible but I believe it reads 'Izz al-Dunya / wa al-Din. The phrase means "Glory of the World and of the Faith". It is a title that has been used by a number of rulers including the Salduqid already mentioned. One usually sees it in the references as "'Izz al-Din". I can't decide whether the coin uses a Byzantine-style obverse or was struck over an existing Byzantine coin. If it is an overstrike, the Byzantine undertype would provide a terminus post quem for this particular 'Izz al-Din. If the obverse is imitative, it's surely a known type and requires a process of elimination of rulers named 'Izz al-Din.
