Hi all, I found this interesting penny. Is this a perfect gouge? Did someone purposefully do a little "artwork"? Or did I stumble across a mint error? My logic is in that order, but hope in reverse order.

Definitely PMD. You can see how the displaced metal is raised above the coin.

Gouge is on the coin, not the die. Just damage to the coin.
