The slightly over-exposed lighting makes it tricky to judge but I'm leaning towards cleaned.

tough to tell with that coin, but it appears that the seller does have other examples of cleaned coins:

I personally hate having to deal with returning coins. If you feel that this may be a problem coin, then pass. This coin is not uber rare. MA-Shops have many examples in a variety of conditions and similar pricing.
