Clad coins aren't plated, so not that. You see this a lot on clad coins. I believe it is caused when the planchet is cut from the sheet and there are some jagged bits of metal on the side that get folded down over themselves exposing a tiny bit of copper core on the surface of the coin when struck. Perhaps someone more knowledgeable than myself can weight in though. I can tell you from personal experience, it's not rare.
