Hello I have this 1995 cent that looks like it is missing the copper layer. Thoughts? Weight = 2.4

My thought is that someone has stripped the copper plating off a normal cent.

to me that the coin is a 1995 and that color ,it would have been held onto by someone who noticed it was different.that is 16 years therefore I believe it has been damaged after it left the mint.
