Is This Jefferson Nickel A Mint Error?

I have this post-2000 Jefferson nickel without a face. I put it under a magnifier and it looks like someone used a tool to rub the face off, but there's so much of the obverse design left I'm just not sure. The weight of the coin, if it matters, is 4.88 grams. Is this a mint error, or an after-market alteration?

I looks like the bottom portion was sanded or scrubbed somehow enough the reduce the design elements from the coin, even the rim and proto rim are erased.

Thanks for the reply, Dearborn. That's kind of what I thought, too. I just don't understand why whoever did this didn't just scrub away the entire design, but there's no way to know that.
