I looked on Error Ref but there are several second strike error types, not sure which one this is. I've marked up the OP's pic with an arrow pointing at what looks like one of the T's from TRUST. Would a second strike, or a misaligned die cause the letters of "AMERICA" on the reverse to bleed into the rim? I marked up the OP's photo so you can see what I'm seeing.
