What happens when a coin has a deep mirror finish and frosting on all the devices with the exception of Franklin. (I don't believe they would consider him to be frosted, but I could be wrong)

Does the coin just end up getting PR designation and not CAM?

Not Cameo - both sides have to exhibit full frost - yours only shows frost on the reverse.

Here is a Franklin I bought that looked cameo but was graded just Proof. You can see the slight lack of a full cameo on the reverse bell.

For a cameo designation, both sides need to be "frosty"/cameo.
In the 1950's and 1960's they would often replace obverse or reverse dies at different times depending on wear. As a result, you have coins where one side may be frosted and the other not.
NGC will sometimes use a star designation on a proof coin when the obverse is cameo but the reverse is not.
